Commodore Rochelle "the Phoenix" Ivanova, is one of the youngest members of Starfleet to ever attain such a rank. Cool pic - I really like it - but the background-story sounds like she is a fanboy-character (Commodore under 30 years old or something like that - pretty unrealistic, because it´s not a question of intelligence, it´s more a question of leader-skills to fullfill a job in the rank of a Commodore adequate, and that´s nearly impossible for a person under 30 IMO).
